Unfortunately, don't know what your codes actually mean, but I'll
try to infer.<br>

With BGP, you will have to do the (manual) work of traffic
engineering. Without those fancy tools I mentioned in my first
reply, you can't automate this.<br>

You did mention that you are connecting to one of your upstreams
using 3x STM-16's, yes?<br>
