[afnog] Open Source software to limit bandwidth

Hi all,
I'm looking for an Open Source software to limit  the bandwidth usage
of a network, without using a router (QoS) to do so. The cenario it
that now I have a router where I can limit this, but I want to remove
the router and have complete control just using a Firewall/NAT box. I
have a 512Kbps pipe but want that network to use 128 Kbps.

Does anyone know about any application that can accomplish this?
