Aside: "SLA" is usually used when the ISP guarantees a particular level of
service, with financial penalties if it is not met by the ISP. These are
rare, as most ISPs are loathe to guarantee any particular level of service,
particularly when their service depends on the performance of other
companies on the Internet over whom they have no control.
Much more common is an Acceptable Usage Policy (AUP) or "Fair Usage Policy",
which says that the customer can be penalised or disconnected if they
generate more than a certain amount of traffic over a certain period of time
(e.g. "2GB per month")
In any case, to enforce the AUP you still need to measure the utilisation of
each customer. If you're running your own DSL network, for example, you can
use RADIUS accounting (with interim updates) to monitor the traffic used on
each subscriber session.
