Someone on the ground in Egypt may be well-placed to provide 
more conclusive feedback here.
I was unable to find a definitive list of license holders on 
NTRA's web site - http://www.tra.gov.eg/english/Main.asp - 
and other random resources with this information online may 
not necessarily be current.
Having said that, once you locate suitable providers, be 
sure to use tools like RIPE RIS's BGPlay:
http://www.ris.ripe.net/bgplay/
It'll help you map out, pictorially, to which other AS's 
those ISP's are connected (assuming the prefix you're 
tracking is being announced to all their upstreams/peers). 
There are other ways to get this information, too, as others 
may likely suggest.
