Between hop 4 and 5 is where the latency arises. I could only guess what 
infrastructure exists there.

I'm not exactly sure what your relation is to 'Office des Postes et 
telecommunications du Benin' but they seem to be originating your prefixes.

The problem is either on their network or at their upstream who appear 
to be Orange.
