I presume they are V24 circuit numbers.
106 = clear to send  (up)
109 = carrier detect (up)
104 = receive data   (up)
103 = transmit data  (down)

I would expect transmit data to be on, since the Cisco should be sending
HDLC flag bytes (01111110) continuously. So perhaps the DSU has got its
clocking configuration wrong (it is expecting the Cisco to generate clock,
while the Cisco is expecting the DSU to generate clock).
