The 'rules' for managing CCTLD's are written down in RFC1591.
Please read the document very, very carefully.

I could give an overview, but that would result in having people 
not read 1591 carefully enough, so I dont (sorry).

You may also want to read RFC3071.

Should the domain move, and should you be in need for more secondary
nameservers on well-connected places, then Steven and/or Randy
will certainly be able to get you in contact with the right people.

Please be aware that IANA will not make decisions. Any change in this
area will have to be done though consensus with the parties involved,
so it is important to work together on this in good spirit and
to avoid conflicts.
