pppoed invokes ppp; and 'man ppp' doesn't say _anything_ about RADIUS
accounting information being generated, only RADIUS authentication.

The same applies for the pam_radius module, if that's how you're
authenticating.

I haven't looked at the source for 'ppp', but I think you may need to modify
it to generate RADIUS accounting packets, which sounds like a generally
useful thing to do. Might be worth raising it on freebsd-questions though,
or contacting the ppp author, given at the bottom of the man page.

I presume you do have an
acct	<ipaddr>	<secret>
entry in /etc/radius.conf?
