They can indeed, have done for me for the last 11 years anyway! Only major 
thing missing from the IP-only images is ISIS & CLNS - one of the reasons 
why I generally recommend that ISPs get hold of the "Service Provider" or 
"-p-" images rather than using the straight "-i-" image.
