I think that African network operators would have at least a little
interest in ICANN, so here's a link to the call for nominations to
several ICANN positions.

The positions that will be filled by NomCom are:

 * Three members of the ICANN Board of Directors
 * Three At-Large Advisory Committee (ALAC) representatives (one
   each from the Africa, Asia/Australia/Pacific Islands and Latin
   America/Caribbean Islands regions)
 * Two members of the Council of the Generic Names Supporting
   Organization (GNSO)
 * One member of the Council of the Country-Code Names
   Supporting Organization (ccNSO)

I heard from a NomCom member that "For the board we are looking for
candidates from Africa and Latin America in particular, so if you know
of qualified candidates please point them to the Nomcom website."
