Usually, it is due to lack of:
1) Ethernet grease
2) TCP/IP grease
3) UDP grease

Go and buy one bucket of each type of grease at your local department store, rub it on all of your network wires, and your network will be MUCH faster.

Seriously, there are at least one million reasons for a network being slow, some of those reasons follow:

1) Misconfigurations (wrong or bad configurations), such as: 
    a) Some devices inadvertently being set for half duplex, when they should be full duplex.
    b) Devices that do not auto-negotiate properly. So, instead of setting some Gigabit Ethernet port for  Auto-negotiate, try setting it for 100 Mb/sec, Full Duplex or 1000 Mb/sec, Full Duplex
    c) Incorrect network mask, default gateway, subnetting
2) Unrealized throttling at your ISP. Your provider may be limiting your network bandwidth, without letting you know; or, your ISP forgot to remove a "limiting filter" that limits your speed
3) Bad network routers, switches, etc. (or bad ports/motherboards on those devices)
4) Bad WIC cards
5) Bad NIC cards
6) Bad CSU/DSU devices
7) Bad TDM (Time-division Multiplexers) or bad Stat Muxes
8) Bad satellite equipment
9) Bad cables and/or wiring
10) As someone mentioned: Congestion - too many users for some limited amount of bandwith
11) Improperly grounded equipment.
12) Excessive attenuation (loss of signal) due to over-extending certain types of cables. Back in the day, the UTP and STP cables had, I think, 200 Meter limits; and if you extend beyond that, you have to use a repeater or amplifier of some sort.
13) Bad end-point equipment.
14) Interference and/or Bad/flaky/unreliable wi-fi equipment. If you use any wi-fi repeaters or routers, be aware of interference on 900 Mhz, 2.4GHz and 5Ghz bands.
15 Device incompatibilities.

But seriously, you would need to provide much more information, including types of equipment, configuration, where you are seeing the problem, and type of network; before someone could give a better answer.
