With more content now making it in Africa each year, the use of open
resolvers will lead to far worse performance for eyeballs as many of
these content players rely on DNS for mapping, e.t.c.
I agree that poorly run and poorly advertised resolvers by operators on
behalf of their customers leads to continued use of open resolvers, and
operators need to do better in this regard. But with CPE now shipping
with hard-wired open resolvers in their default configuration, there
will be much work needed to make sure African eyeballs have all they
need to experience the best possible performance.
