Prepending a path makes it less preferable, not more preferable. 
Prepending the first route to make it longer and thus less preferable 
might push more traffic onto the second one.

Really the only way to balance traffic is to have exactly the same 
upstream ISPs as transits at every location.. otherwise if you have 
different upstream ISPs at different locations, those ISPs (and their 
customers) will only send you traffic at the location where you are 
connected to them - even if there is a much closer path via a 
competitor.
