Okay - I was concerned that perhaps the newer code could have been a
licensing issue that would disable the SIP0 slot, but it's unlikely.

If you've never powered it on before, it could either have been DoA, or
failed due to the long-term storage. This can happen :-).

If the ROMMON upgrade doesn't work, open a case with TAC.
