[afnog] AFRINIC's RIPE Atlas anchor distribution in 2018

Hi all,

Indeed, now hosting a RIPE Atlas Anchor VM is possible, should you have VM
capacity.

Hardware anchors are still supported and we do have a limited budget to
support some deployment for 2019.
