I was interested, so I looked up every announcement of IP space in 
196.52.0.0/14 that I saw on my network border routers at work. (not 
mauigateway; that's just my ISP) There were well over 100 
announcements.  I then looked at the originating ASN for each 
announcement and looked each one up.  That came to 34 unique ASNs 
originating the prefixes. I then found the country the originating ASN 
was in. *

None are in African countries.*  Most were US based.

Here're my findings. Look at them in a fixed width font like Courier New 
for them to line up properly.
