Dear Colleagues,
In a direct question to ICANN, John Crain has denied *the "Joint work" with
Smart Africa* on the CAIGA and the "BluePrint". According to him, ICANN
simply explained ICP-2, which is contrary to the statement of Smart Africa
published yesterday

I might come with further information about misleading statements,
concerns, observations, requests, and contributions by states and the
Technical community who Attended AIS2025 Accra and ICANN 84. Their
concerns were not addressed since Accra, and further concerns and
observations were raised at ICANN.
In the meantime, in my viewas a neutral observer regarding the proposals
about AFRINIC only, Smar Africa is pushing a top-down model on AFRINIC by
drafting a new bylaw, and possibly putting the AFRINIC under CAIGA.
CAIGA Permanent
Secretary would act as “*main liaison with international Internet
governance institutions.*” The Council would “*provide recommendations and
guidance to the Boards and management of African Internet institutions*”
and “*follow up on implementation.”*
*CAIGA’s Reform Advisory Report sidesteps us, as it proposes that reform
papers “be presented to the AFRINIC Board for consideration and adoption
and, pending approval, advanced for endorsement at the Heads of State
Summit.” The community and the member base appear nowhere in this sequence.*
You may ask Smart Africa to provide the caiga framework, constitution, and
SOP.
