Dear Noah,

I was a bit curious on reading your email.  The document which you 
referenced has the following at the beginning: '"Bylaws" shall refer 
to the AFRINIC Constitution 2025, as amended.'  Where can I find the 
Constitution 2025?

Here's a question.  A RIR did not follow its rules.  Will it follow 
the rules which are are set by its community?
