Dear Dr Bekele,

There was a lengthy discussion in a standards body about a change to
mail standards [1]. I'll disclose that I have a conflict of interest
on the topic of mail services.

The argument for a change to mail standards was that messages sent
over a non-secure transport can easily be read by national
entities. The argument against the change was the impact of
enforcing a secure transport requirement would cause loss of
email. It was also argued that a secure transport requirement does
not offer actual confidentiality because of the "data-at-rest" problem [2].

The Internet Society was mentioned during the discussion {3]. There
is software available under an Open Source Software license to
enforce a secure transport requirement. Does the Internet Society
offer operational expertise for the deployment of Open Source
Software as a budget-friendly alternative to address such a requirement?

Regards,
S. Moonesamy
