[afrigeek] Fwd: [root-ksk-ceremony] New TCR Selection Process

Hi all,

ICANN is updating their "trusted community representative" programme to encourage participation by new people, making the process as a whole more sustainable.

Lots of links below, but the summary is that the role involves travel to one of the key management facilities (both currently in the US) twice per year in order to participate and oversee various cryptographic operations that support DNSSEC in the root zone.

ICANN is able to pay travel expenses to those who participate.

When we set the current TCR process up in 2010 we were worried that we would not be able to find sufficient representation from the African region. In the end we had some well-respected and capable volunteers and there was no problem finding the desired balance between all the regions.

(Personally I would like to see a gender balance -- there are far too few women involved in the current process. This is not currently part of ICANN's selection process, which is based on opportunities for outreach to technical communities and geographic diversity.)

ICANN is "soft launching" this extended TCR programme right now, which I understand means they are telling people about it in small groups. I think it would be fantastic if some of the African technology leaders on this list were able to put their names forward as volunteers.

Feel very free to ask me directly if I can help with anything that ICANN haven't already published (again, see below).

Joe

> I want to inform you that are commencing a new process of soliciting volunteers to be Trusted Community Representatives. This is soft-launching later today, with wider announcements being made over the coming weeks.
>
> In short, the qualification criteria that were used to assess volunteers in 2010 are essentially unchanged. We will continue to assess those who volunteer against the same core criteria.
>
> What is different is that our intention is for this to be an open-ended call, rather than time limited. The idea is that interested parties can submit a statement of interest at any time, and upon vacancies, we will review our collected SOIs to identify a suitable replacement.
>
> As a result of our public consultation, we are also introducing term limits for cryptographic officers. We are introducing this in a measured way such that there is no significant upheaval in the composition of the TCRs. Over time the goal is to have a healthy mix of veteran as well as newer cryptographic officers overseeing ceremonies.
>
> In association with this, we have produced a number of new documents that explain ceremonies, TCRs, and the selection process:
>
> * http://iana.org/help/tcr-application - Overview of the process with link to the form to submit an SOI to be a TCR.
>
> * http://iana.org/help/tcr-criteria - Selection criteria for TCRs
> * http://iana.org/help/tcr-roles - A description of the expectations (such as time commitments) for the various TCR roles.
> * http://iana.org/help/tcr-changes - A summary of the changes we are implementing to the TCR process.
> * http://iana.org/help/key-ceremony-roles - A description of the roles in a key ceremony
> * http://iana.org/help/key-ceremony-schedule - A rundown of how a typical key ceremony is scheduled.
> * http://iana.org/help/key-ceremony-attendance - Information for third parties to attend ceremonies.
>
> If you have any questions, please do not hesitate to ask. There is no need for you to do anything at this stage, however, if you know of qualified candidates who may be interested, please do give them the link http://iana.org/tcr where they can read all these documents.
