of peering, in monetary terms.

There is a part of setting up an IXP we are facing in some countries in West
Africa thought I have been spending some times now explainig why it is
useful to have an IXP in these country:

1. The local Telco doesn't want to be at the IXP. He is the biggest ISP and
told me that he don't see the benefit to peer with others

2. We tried to start something without the local Teleco but the Regulator
doesn't want and is saying that it is a coalllition against the local Telco.

3. I went back to see the local Teleco and to ask them if he can run the
cable to interconnect the other ISP so that it will be free for him to be
part of the IXP. Same thing : NO we are not interested.

Do you have any experience on this ?

If yes I need some ideas.
