[ixp] others at ixp - failure of ISPs?

Hi all, especially Philip,
I listened to the Afrinic IXP bof from Cairo.
Philip mentioned the LINX example that non-ISPs wanted and later did
join the IXP.
He recommends very much that IXP connection not be restricted to ISPs
only. And I agree and that's what we do in Tanzania.
[central bank, taxman, one import inspection company are all peering]
However,
don't you think (like myself) that whenever an organisation of that kind
(I mean non-ISP, non IP content company / hoster) connects that is or
was an opportunity that the ISPs should have sold to them as a service.
Ie ISPs should have made it their business to provide this to someone
like the BBC - at a charge, though much lower than ip-transit.
As said, we have some 'others' connected - and I do want their traffic
to go over local peering, best the exchange. but i see some business for
ISPs there offering a sweeter deal to 'the others'.
"look, we do that for you through our net at full speed.... (and we'll
charge you)"
