That "RFC" looks like a non-IETF format number. In that case, if it's a
non-IETF activity, they are quite entitled to ask you to take your
discussions elsewhere.

If you're going to make your own set of IP address allocations, and your own
series of RFCs, I don't see why you wouldn't want to form your own IETF with
its own mailing list anyway?

Of course, you might find that nobody joins - in which case you should
give some thought as to why that is.
