usually the isps each has their own router next to the l2 switch, and
each is responsible to bring connectivity to that router.  

how that connection is provisioned is very dependent on what your local
carrier situations may be.  in panama, they happened to have a tariff
for hdsl which was essentially $50/mo for an E1 equivalent.  no one else
i know has been so lucky.  in uganda, i believe some isps are coming in
via 802.11b radio.  and there are more powerful longer range radio
techniques that could be used.

so,
  o it is the problem/responsibility of each isp, just so they all
    run tcp/ip
  o get together and find the cheapest reliable solutions, maybe put
    pressure on your ptt if that is even possible
