The ETINC solution I have worked with is actually a FreeBSD or Linux
solution that works as a bridge, bridging the core to the distribution
network and managing traffic as it passes through its various interfaces.

No extra routing is required, but I guess this is probably because it's
already part of the main network.

That may take care of the bandwidth management but may prove to be quite a
challenge when it comes to the routing.

It's v. difficult to find a "one-stop-shop" for this at a reasonable price.
I think mikrotik is the closest I've seen so far.
