Looks like your site is using a web proxy that requires authentication.
You've probably set up your web browser to do this already.

You need to tell apt-get how to do this as well.

Try following the suggestions here to set up apt to use your local proxy:

In short, you should be able to edit the file:

/etc/apt/apt.conf

and add the proper proxy settings for your site in this file.
