Everybody has to start somewhere. UKNOF started with a small handful of people who mainly already knew each other, and now is selling out 200-seat venues three times per year. If they hadn't tried, there would have been no opportunity to succeed.
If you think skill levels are low, surely that's a reason to get people together to exchange ideas. If skill levels were enormous everywhere, everybody would already know everything and there would be no reason to meet at all :-)
