Incidentally, Jan Zorz of ISOC will be holding a BoF
at SAFNOG-1 in Johannesburg (22nd April, 2014), whose 
topic is "Operators & The IETF".

Jan does intend to hold a session with operators and 
general participants who will be at SAFNOG-1, to discuss
why there is low participation, not only from African
operators, but from all operators in general, with 
regard to various IETF activities.

Jan will also be taking a survey during the BoF, to help
ISOC understand why there is low operator participation in
the IETF.

For folk who will be coming to SAFNOG-1, the agenda for Jan's
BoF is on the SAFNOG web site already:

I've cc:'ed Jan to this e-mail in case there is anything
else he'd like to add.
