The European IX made a decent video on explaining the concepts of
peering and transit which are the basis of forming or participating in
an IXP. You can find it in many languages at <https://www.euro-ix.net>

Then you can read presentations that build on those concepts e.g
<http://www.ws.afnog.org/afnog2015/are/530-peering/00-Value-of-Peering.pdf>

Beyond that then it becomes a matter of deciding if you need more
technical or economic/administrative information.
