This can be done gradually. What mobile operators usually do is to
enable dual-stack support on GGSN (usually even on same APN, but not
necessary) and then change the carrier default setting in source code of
Android to default to IPv6 APN and IPv6 protocol.
When the code with changed default for that operator comes to devices
and they are being sold in the country, buyer will insert their SIM into
device and do the initial config and start using IPv6 right away without
even noticing. That's how T-Mobile USA did it (and also others), so it's
fool-proof. Cameron Byrne did that in Android 4.4 (as he was convinced
that 464XLAT perfectly works from 4.4 up), and that carrier setting is
now carried over to all consecutive versions of Android.
For other devices there are different methods, but that's how you
gradually start getting android phones on IPv6. Apple IOS now demands
IPv6 support for all applications in their app-store, so hey, how hard
can it be?
