There has to be a conscious willingness from the mobile operators to get
464XLAT-enabled devices out into the wild, even if this hits a bit of
their profits.  The way to look at it is a protection of the going concern.

Unfortunately, a number of mobile operations in Africa do not support
device plans for consumers. So without the cash to buy a device
outright, getting IPv6 out there on the back of a supported device will
be difficult, but not insurmountable.
