There are many possible reasons and, lacking a RIPE Atlas probe in
that prefix, it will be hard to investigate remotely.

Can your friend run some debugging commands? Such as ping and
traceroute to some Atlas anchors

The two Atlas probes in Cameroon can all ping the last installed
anchor, ar-bue-as4270.anchors.atlas.ripe.net, in Argentina.
