Hi Andrew,
Just push your CPE providers for 464XLAT, at least give it a try ! Specially if you have or will have cellular networks, or want to support customers with a backup 3G link … Don’t make sense to have different transition mechanisms and 464XLAT is the only one available in cellular.
Again, this document is hopefully an RFC in a matter of weeks (on Friday night I’ve uploaded a new version with small editorial changes requested by AD and now is in last call/IESG review):

We’re not on there because as of yet – we’ve been dual stacking – so we aren’t using transition mechanisms – and we’re still evaluating which mechanism we will end up with.
At the moment it is leaning towards ds-lite though because of compatibility with CPE’s – but we’re still testing on the V6 only stuff – I suspect to have a lot more to say about this in the next 2 weeks though

It's a work in progress. Remember that the author suggest people to add
their own experiences.

No.. There are some players in AFRICA involved in IPv6 deployement.
