Yes, when you don't know anyone at the offending network or don't get a
response from them, it can be very challenging to get stuff cleaned up.

Yes, I did have that discussion with IPDC and they realized what they
need to fix in their process to ensure that what is being activated is
under the right authority.

That said, it should not have been allowed to even be an option in the
first place, which is my concern. There are nearly 70,000 unique AS
numbers in the global BGP, and plenty of more available from 5 RIR's
around the world in case you don't have one and need it. How would any
participant on the Internet not know that they either have, or don't
have an AS number of their own? When you wake up in the morning, you
brush your own teeth and wash your own face; you don't brush the teeth
or wash the face of someone else.

There was mention that the IRR not being updated with a previous entry
was a contributory factor in this error. Well, IRR objects do not
configure eBGP sessions. People do.

Indeed, particularly considering that the RPKI does not solve this
particular problem.
