Although this was addressed to Hervé, I feel the need to address your disagreement with my initial reply.

Could you please clarify if your remark is in relation to the process globally, or the process within the AFRINIC region?

Mr. Dabee is unable to "fix" any failures by AFRINIC regarding the appointment of ASO AC members. He does not have the power to constitute a board, nor does he possess the ability to represent AFRINIC in the NRO EC.

Based upon my review of the NRO website (https://www.nro.net) I've not been able to find any information or documentation that states that an RIR must "pay its NRO dues". Could you please share your source of information that states that an RIR must pay fees to the NRO?

Your cited source does not reference that AFRINIC could afford to pay for "gift cards" (and for clarity it doesn't say that they can't afford it). The only thing that is mentioned in relation to the agenda item you cited was "Not discussed". I'm also not certain as to the relevance.

The documented process for the appointment of members to the NRO NC (which also performs the functions of the ASO AC) can be found on https://www.nro.net/about/address-supporting-organization/the-nro-number-council/. Notably, it reads that "Each RIR community selects two people to serve on the ASO AC / NRO NC" and that "Each RIR’s Executive Board also appoints one person from its respective region to serve", meaning that each RIR's community elects two people to serve and the RIR's board selects a third. In all fairness, I feel that an election to constitute a board for AFRINIC is more important than an election to appoint two members to the NRO NC, and I believe a large number of members in the community would agree with this. Further (and as I mentioned previously), because there is no quorate board the third member cannot be appointed, and Mr Dabee does not possess the power to appoint someone.

For what it worth, the first ASO election within
the service region in which I was invited to
participate was in 2008.  I respectfully disagree
with the answer from Christopher as it does not
match the documented processes which has been used for about ten years or more.

If there were any failure from the Afrinic side
in regards to having Afrinic representative, Mr
Dabee (who is in the Cc) may be able to fix
it.  Afrinic did not pay its NRO dues according
to the NRO EC records.  I don't understand why
there is a problem with the dues if Afrinic could
afford providing AFRINIC Gift Cards [1].
