Jambo Brian,
Very sorry to hear this dismal news. It's a shame that the technical
collaboration of the Kenyan net community is not appreciated.
I realize that this is a Kenyan matter, but it might be worth a look at
a statement released last week from the Chairman of the US Federal
Communications Commission, William Kennard. His International
Development Initiative urges countries to "set up an independent
regulator, and give that regulator the power to break up monopolies, and
the wisdom to deregulate as monopolies dissolve. Require monopolies to
share their facilities with their competitors, and require networks to
interconnect at cost-based pricing. And manage your radio spectrum as the
precious resource it is, in a manner that is fair and efficient."
Of course, that's all much easier said than done.
The quote is from a recent speech by Chairman Kennard, released on
December 4 of this year.
