I think you mean ITU-R? This sounds like a equipment 
certification issue which (generally) is done by 
national/regional authorities (e.g., see some background
on European frameworks at:

You could try to send an explanatory email to brmail at itu.int
and they might be able to send it off to people who know
more about this topic than me...
