I will kindly advise you to apply for the next AFRINIC fellowship to acquire more insight about AFRINIC  and Visit the AFRINIC Website read carefully about what it does and how it does its job and processes you will greatly appreciate that this noble ORG has systematic detailed approach method and processes for acquiring Address space and usage.The ROLE of an ISP goes what you are addressing here.
