Rhetorical question, I know, but for those who didn't get Michuki's
answer...  It comes down to this: without local peering, intra-African
traffic gets backhauled four ways through satellite links, whereas traffic
to and from Europe and the U.S. only goes through satellite links twice:

  African >---query---> London >---query---> African
  Eyeball <--response-<   IX   <--response-< Server


  African >---query---> London
  Eyeball <--response-< Server


...and that's what governs both cost and performance.
